How can I use FFMPEG to convert .DCE(Drive Cam Video Event File) to convert front and rear videos?

First and most important question is: are you able to decode any visible video with ffmpeg. My limited experience leading me to impression that most of typical dashcam files are encrypted and you can decode them without knowing encryption method - usually dashcam manufacturer provide own software where possibility to export to non encrypted video format exist. However in court where recording from dashcam may be evidence original video (i.e. encrypted) is required - to prevent any unwanted manipulation of sensitive data.
