Upgrade Opus 1.1.5 to the faster & better Opus 1.2

Would you be so kind to upgrade ffmpeg from opus 1.1.5 to 1.2

Definetly speech encoding at 12kbs in Opus 1.2 is smashing Opus 1.1.x

1.2.1 is released:

Yeah, we had to do a 1.2.1 release to address an issue where the encoder would sometimes think the signal is low-passed at 12 kHz and not encode information above that. So it's better to upgrade to 1.2.1.
