Offset a movie of a specific frames number

Hello,
For my work i need to synchronise two movies that have been launch with small delay.
So, i need to offset one of the movie to a specific number of frames (ex: 3frames or -11 frames).

I try to use -itoffset which work fine, but impossible to use a specific number of frame for the offset :/
Can someone help me?

to perform accurate seek you need very short and closed GOP - you can't access GOP beyond I (IDR) frame boundaries.
