AMD VCE integration

@Zeranoe and Roger - any chance guys to combine latest AMD ffmpeg patch into mainline ffmpeg builds (autobuild pack and binaries)?

It would be great if there were AMD VCE support, FFMPEG is one of the best tools I'm using what is needed to make that possible?

To be honest i have no clue - but non developer guy look it is like a patch and this moment far from being complete (seem AMD just started to be really involved with VCE to compete with QSV and NVEnc) - however seem that there is already pre-compiled ffmpeg with usable VCE acceleration.

The integration was accepted to ffmpeg master branch. To enable you would have to add AMF headers:
pull them from here:
https://github.com/GPUOpen-LibrariesAndSDKs/AMF
and copy:
cp -a amf/public/include /usr/local/include/AMF

AMD AMF was added with build 20171209-f20c8f6.

Note to others: the git version of AMF is required right now, 1.4.4 will not work.
