About MPEG2-TTS (Timestamped TS) with FEC

Can anyone help me,

I want to decode H.264 stream multiplexed with MPEG2-TTS.
Running this command. using rtp protocpl.

ffplay -f mpegts rtp://IP Addr:port

MPEG2-TTS is MPEG2 timestamp TS
and able to set FEC.

I see streaming noisy and fuzzy movie...

TS is timestamped by definition. What mean FEC ? (FEC in my world means Forward Error Correction and it is related to things that happen in layers higher than ffmpeg area).
