Transcoding RTSP H264 to HTTP MJPEG

Hello guys,

I tried to capture RTSP stream from my H264 720P IP Cam, and transcode it to HTTP MJPEG stream with VLC using the following command:

>"C:\Program Files\VideoLAN\VLC\vlc.exe" -I dummy -vvv rtsp://192.168.1.117:554/user=admin_password=zamar_channel=1_stream=0.sdp?real_stream --sout="#transcode{vcodec=mjpg,vb=2500,scale=auto,width=640,fps=10,acodec=none}:standard{access=http{mime="multipart/x-mixed-replace; boundary=7b3cc56e5f51db803f790dad720ed50a"},mux=mpjpeg,dst=:8089/videostream.cgi}" --sout-keep
It works if the command is added via VLC Media-Stream GUI, but doesn't work from Win 10 Command Prompt, i.e. it captures the stream but doesn't start transcode. I want to try the same in FFMpeg. Can someone suggest FFMpeg commandline equivalent to the above VLC command? I'm not experienced in FFMpeg, and will appreciate any help. I can post VLC logs if it helps.
