ffmpeg task with always 0% CPU percentage

My Friends
We are using ffmpeg to record IP camera RTSP stream to files (5 seconds each)
The environment is windows server 2013

When there is communication error for several seconds the ffmpeg task is halted and stop recording
In the windows task management we found the ffmpeg task with always 0% CPU percentage till we kill it and run it again (when the ffmpeg working is 4 to 10% CPU)
did someone noticed such event and can help us?
the use of the ffmpeg is via the following command line:

ffmpeg -i rtsp://<user>:<pass>@<ip><ipcam-rtsp-url> -vcodec libx264 -vb 150000 -g 60 -vprofile baseline -level 2.1 -acodec aac -ab 64000 -ar 48000 -ac 1 -vbsf h264_mp4toannexb -strict experimental -flags +global_header -f segment -segment_time 5 -segment_format_options movflags=+faststart -reset_timestamps 1 udp://<server ip>:<port> <saving file path>
