Adding VC-1 codec to static Windows build

Is this possible? I don't know how to compile ffmpeg, however a reoccurring need for decoding wmv3 HD files has developed lately. After looking at wikipedia I saw that VC-1 codec is the answer to this and that ffmpeg has an decoder for it, but it isn't included in the Zeranoe 32 bit static build. Is this as simple as adding a codec or library to a directory in ffmpeg folder on my computer and if so where can I find this codec or library? I apologize for the n00bness of this post in advance. Also weird to me that if Microsoft created it why wmv3 HD files won't play back in a Windows 7 64 bit computer.
