Preserving Quality in a Timelapse Video.

I am trying to use ffmpeg to build a timelapse video from a series of jpeg images.

In the command line I am using:

'ffmpeg.exe' -f image2 -r 30 -i 'D:\Timelapse Set|Timelapse_%04d.jpg' -f avi -c mjpeg –b 20000 -s 1920x1080 -vf fade=in:0:60 -vf fade=out:640:60 'D:\Timelapse Set\timelapse_video.mpeg'

The image set is of 700 images all resized to 1920x1080.

When run this produces a video of very low quality (It shows q=31 whilst running.)

Can anyone tell me what I am doing wrong?

I’m new to using ffmpeg, so sorry if this is an obvious question.
