Ok, really close now. I can build FFMPEG and it is able to encode h.264 content with libx264. The downside is I am making, once again, a completely n00b mistake because I FFMPEG requires the libx264-120.dll which was built from the when I make libx264. This just isn't making sense. It looks to me like I have my environment cleaned up, I can build libx264 and create the binary (as a sanity check).
