as you re-encoding then i would advise firstly decode source H.265 to some lossless intermediate video and later encode range you choose in unrestricted way

H.264 may not support fps lower than X and you trying to use Y<X thus forcing decoder to fail... not sure on your source...

Should work same as for any regular video - perhaps different threshold should be used, try to increase verbosity to see decision made by filter (to increase verbosity you can use multiple press on numeric key '+' or increase verbosity explicitly in command line '-loglevel nn' ‘verbose, 40’ Same as ...

more or less yes but perhaps it is better to use some lossless codec so avoid jpeg re-compression

different profil at least for video - it may confuse some decoders - try to use TS container as it is way more flexible in dealing with transitions at the elementary stream level.
