Another question i have is im trying to completly cut a frequency range i tried using sinc but im still getting bleed and not a complete cut even with -180db which if memory serves me right is the lowest i can go. ive tried a bandreject which actually does completely cut the audio but its inverted....

I i said, avoid spaces in paths - seem you have space in name and this may trig issue.
Try to paste whole ffmpeg report log - add to your commandline command '-report' and provide detailed raport.

Personally i would not use preset higher than medium, if my source is interlace i would stay with interlace, yadif is fast but not the best deinterlacer and there is no such thing as perfect deinterlacer, i would avoid to re-encode audio and stay with ac3

IMHO not doable under plain ffmpeg - you need additional scripting to do such things, perhaps even some language (Python?) - ffmpeg can provide sequential number as filename, based on this you can calculate time and rename files as you wish. ffmpeg is OS agnostic as such it doesn't create folders, if you need folder use proper OS command (for DOS mkdir)
