Is this the command you used ?

ffmpeg ./config --enable-cuda --enable-cuvid --enable-nvenc
At the risk of mis-understanding what your'e doing : if it was, then I reckon you'll find that "configure" is used in compiling ffmpeg rather than being a runtime switch of some kind.

Hello. I tried to cross-compile lame 3.100 to end up with a "lame_enc.dll" to be used with Audacity, however to doesn't seem to produce a lame_enc.dll I do see these in the bin folder lame.exe libmp3lame-0.dll but no lame_enc.dll This is the configure and make autoreconf -fiv ./configure --build=x86...

I built gettext, libffi, glib (which was a horrible experience), and finally lensfun . Yes, I am finding that too. Does it need pcre ? Nothing worthwhile from me.
since a re-install of windows 10
suggests maybe latest nvidia drivers have been installed or something.
Have you tried a latest build from Zeranoe (ignoring the audio) ? Just to see and compare results.

I do not know. Zeranoe provides quality reliable builds. I had a similar, but different, experience comparing an "rdp based" home build with a "deadsix27 based" home build where they were notionally the same underpinning build process and the same source code base for ffmpeg and plugins etc. Back th...
