Perhaps (not tested - just idea) you can split you source on two path, one unmodified, second with bi-quad filter than apply (not sure if possible) mixer and apply mixing with desired time characteristic (fading between sources).

It should be possible - both are independent HW resources thus you should follow general guidelines for multiple outputs from (i assume) single source.

Check zscale filter https://ffmpeg.org/ffmpeg-filters.html#zscale-1 - accordingly to some people it is faster, more accurate and more predictable than native libswscale.
