FFmpeg as Livestream on Windows to http

i'm new here, and the last few days i try to develop a django project for some video's in different formats
I'll try to use ffmpeg to transcode the videos in mp4/ogg/webm and so on
my problem is the transcoding of all videos and to stream it directly to an html5 video tag
streaming and converting for udp is no problem, but i cant find a way to take a video, convert it to an html format and stream it directly to video tag

my base commandline is
ffmpeg -stream_loop -1 -re -i *mpg/*mkv -f mpegts udp:// <- to show it in VLC-Player, no problem

but how can i use the line to convert on the fly to mp4/webm/ogg without saving the new format and look it on my website with the video tag

i use windows 8.1 and windows 10 on different places

i hope some one can help me
